Form A
Certificate of Origin issued to exporters to apply for special customs tariff privileges. They will receive import tax exemptions or reductions for goods exported to countries that provide special trade privileges. The countries mentioned above are the European Union, Switzerland, Japan, Canada, Norway, Bulgaria, Poland, Hungary, Czech Republic, Slovak Republic, Russian Federation, Australia, New Zealand, United States, Belarus.
Form D
Certificate of Origin of goods applying for customs tariff reductions under the CEPT (Common Effective Preferential Tariff) agreement means the same special customs tariff rate. It is a reduction of customs tariffs on imported goods between countries under the ASEAN Free Trade Area (AFTA), which consists of 10 member countries: Brunei, Indonesia, Malaysia, the Philippines, Singapore, Thailand, Vietnam, Myanmar, Laos, and Cambodia.
General regulations of Form D
- There must be at least 40% of raw materials in the country of origin to certify that the goods generate income in ASEAN countries.
- Form D is an official document issued by the Department of Foreign Trade, Ministry of Commerce.
- Tax reductions are in accordance with international trade agreements, but may not always be 0%.
Benefits of Form D
- For exporters of goods abroad, it increases the opportunity to sell products in larger quantities, resulting in increased income, employment, and the creation of trade partnerships.
- For importers of goods from abroad, they can buy products at lower prices and help reduce production costs, resulting in higher domestic sales.
Form E
Certificate of Origin for goods produced and exported from member countries in the free trade area with special privileges in customs tariff reductions, which is a result of an agreement between ASEAN and China or ACFTA (ASEAN-China Free Trade Area), with the objective of developing the economy, trade, and investment among member countries. Consisting of 11 member countries: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam and China. However, not all products can apply for the special privilege of customs tax reduction. Importers must check the customs tariff to see if the imported products can be taxed Form E.
Characteristics of Form E
- Must be issued by the agency authorized to issue certificates of origin of exporting countries that are members of ACFTA only.
- The original Form E document is light brown with two copies in light green.
- Printed in English only.
- The validity of Form E is 1 year from the date of issuance of the certificate of origin.
- Can display no more than 20 products.
- The front of the form has the correct text information on the back.
- The information specified in the document must be correct and consistent with other documents used for import and export, and must be the original document only.
